He want to tied Doosik to something so if anything happen, he knows where Doosik will be and he will be sure that Doosik will come back and stop hiding. All the agents have something they tied with like their parents but Doosik didn't have anyone by his side so he used Mihyun to made up the "anyone" for Doosik by let them loving each other.
