IIRC, Luke doesn't have a bellybutton (and probably has other oddities on a test too -- sort of like Martha when she was in Torchwood in the episode 'Reset', where she was sort of human plus, from traveling in the TARDIS), so that might set off some alarms at a hospital? But you're right, otherwise, he's pretty much human, so a doctor should theoretically be able to help him.
