Small note, when the number of tags are mentioned for the memorial there's one less tag than Shin mentions in ep.10 and Raiden glances at Shin for a quick second. Also the memorial board is ordered where the latest ones to die are at the top left, but Rei's tag is missing.

It somewhat subverted expectations, coz after introducing a new character, you expect to get to know them more as the story progresses, and then maybe after a few episodes or so, kill them off after getting attached. But nope. A snap, and he’s dead the next scene. Really shows that anyone can die in the show without you actually having to ‘know’ them. They did it in the first cour, killing off people off-screen, whilst showcasing others. It’s one thing to kill off characters constantly after you get to know them like Akame Ga Kill but then you pretty much expect them to die so you don’t get really attached, whereas here, you can somewhat get attached but still be ‘shocked’ if they do die.
