As far as I know the time between episode 1 and water 7 are around 7 or 8 months.

If you look at the present you can see possible ideals of certain people still trying to oppose the government! Luffy, Dragon, Ace by being a pirate or Revolutionary The Will of D. still lives on! (as Dr. Kureha mentioned in Drum Island Arc)
