Also want to add that I think the $2.7B cost would be on the public money spent by the government. So the total cost of everything in the city won't just be that. But obviously there will be private investment coming in. Like say the airport could be built by a company and then share revenues to recover costs etc.

I definitely think that by "residence by economic status" they meant different levels of cost for the residential buildings, so as to accommodate the needs of all types of people living in the city. Obviously no one will be "restricted" to buy anywhere. You just buy whatever you can afford.
