You are not allowed to scruff the ball in cricket. Players generally shine one side of the ball by applying sweat ( earlier saliva too) and rubbing on their pants. This helps in swinging the ball. Scruffing the balls is strictly illegal. Most notorious instances of scruffing the ball have been: Shahid afridi of pakistan biting the ball and then pretending not to.
