I think part 3 Dio is alot weaker of a villain than the others because we have to go from his background in part 1 while he had no connection to the part 3 cast. All of the others get some focus in their part so it comes out better. Part 4 villain is regarded as one of the best villains for the reason you said, he has the best buildup to any JoJo villain imo (I haven't watched part 5 to speak on that villain).
