Go and look for other options to fertilize the garden! Try to read dialogs! There is no bug in-game mechanics, more people tested it.

Nothing happens on clicking the garden. Debra just say to leave her alone lol. She's pulling out weeds. I have chicken shit and the digging tool right now.
