Even though there is ample unit numbers in supply, they really cannot afford to commit excessive numbers against Black Factions seemingly endless supply.
The scope of application comes down to what can be spared more than mission scope at times.
Constantly under strength against Black Faction units are utilized in ways that are not favourable for the units themselves
