The Devil's in the details, but I'd guess that if the federal government failed in its attempted mobilization, the Midwest would have been rendered ungovernable by business cliques as you described, and both Shirt-type movements and anarchist groups would have risen to prominence in the cities. Remember, FDR was almost taken out by an anarchist-- they definitely had networks, connections and scaling capacity back then.
