Harley Quinn was Arleen Sorkin originally (Harley is actually based on a character she wrote and played for a dream sequence in a soap opera), and then starting with Arkham Asylum (I think? Might have been The Batman or something) was Tara Strong.

Yeah, I feel kind of bad for the crew of the show because it wasn't meant to be so bad, but RTD got really sick when they were working on this two-parter, and so couldn't do what he normally does with scripts once he gets them. So for a few weeks, the whole show didn't have it's showrunner at the helm. Things just went wrong from there.
