I've mentioned in the past that the Bastil have a unique culture around their hair cuts/styles. Hair cuts typically represent status symbols-- think of it like having a last name only more vague. Hair cuts are typically kept the same until major life events take place. Hair cuts are almost always given by those closest to you.
On the next page page Commander explains why he gives Luca this cut-- the same cut he has-- but now just know that Luca feels ashamed. He doesnt deserve this status.
