The delivery from Helmeppo is not too clear, but he wanted to train his body, Coby argued that they don't have time because they are constantly following orders from Garp. However, both of them realise they want to put in extra effort and train to become Marines.

Years before One Piece was published, Oda was a rising artist trying to make his debut, which means publishing one-shot chapters until the magazine and its readers finds something worth promoting into a full manga. He wrote "Romance Dawn Ver. 1", which had Shanks and Luffy. Then he wrote "Romance Dawn Ver. 2" which lacked Shanks. In that one, Luffy's unnamed Grandfather was a pirate who had both the Gum-Gum Fruit Luffy steals and the straw hat he gives Luffy, and his face was the same. (This alternate timeline is eventually animated into a special episode you can watch later.) That is why when "Romance Dawn Ver. 3" was published and became Chapter 1 of ONE PIECE, to avoid spoilers about their relation, Oda eventually hid Garp's face with the dog cap in case anyone already read Romance Dawn, and introducing him in Coby's cover story. (Cover stories are when Oda draws a single panel on the cover of each chapters, which when connected form a side story about people like Mini-Buggy and Coby, and these became episodes you saw. Unfortunately, Cover Stories won't get as animated as Buggy and Coby after this, which is a shame because they are canon and made a good alternate for filler.)
