Yep, the Hidden Leaf (Konohagakure or Konoha) village is located in the Land of Fire. Each of the five great nations have their own village with a Kage as their village leader. And the nation itself is led by feudal lord (daimyo). Most of the ninjas/shinobis (I prefer calling them shinobi) originate from one of the five villages, but there are numerous smaller villages all over, and some of them have people in them that are at least similarly trained as shinobis. Although shinobis are like the special forces of that nation, the five main villages have great power and influence, so they can be thought of as an entity that's somewhat separate from the nation.
