Ticket Management tools updated

Hey all,

I've made a few changes to ticket management to assist developers manage achievements that are flagged as either not working or working incorrectly.

High-use issue fixed?

Looks like we've finally found the culprit, fetching ./RA_Integration.dll over and over was causing issues (old clients). Looking forward to slightly cheaper bandwidth over the next few months.

Bump in bandwidth use in May 2017

Just to clarify - there was a bump in traffic (and cost) for some days in May, I've isolated it to being some very old clients that got stuck in an update loop, requesting RAIntegration.dll over and over 4-5 times a second, essentially draining the site of bandwidth.
