Ghost Beach - The Goosebumps Monthly

A bit late to the party, but I remember the relevant episode, and assuming the book isn't wildly different I don't think the dog was as unjustified as you think. At that point I think the kids had accepted (even if it wasn't justified, they were kids who can believe irrational things) that ghosts were real, and that EITHER the old man was a ghost, OR the other children were. If we assume an either/or dichotomy then logic does dictate that the party the dog was barking at WERE ghosts, and the person the dog was talking orders from was not.
