Similar to birds, he has one hole that everything comes out of. (He keeps it nice and clean when he preens don't worry.) When not aroused it stays compact under his feathers and can only be seen if the feathers are purposefully pushed out of the way. When aroused or in heat however, the area swells out into a bump that slowly resembles a human penis. It will only grow to full potential when rubbed against something else, usually another cloaca/ reproductive system.
This method of swelling to size exists so that male harpies can adjust the size of their usually much larger females with deep inner canals. During mating, the penis will grow bigger and longer with each thrust until they fill the area properly. Because of this universal trait about males, female harpies tend to care more about how pretty and good at nest building their male suitors are than what they're packing.
