This appearance comes from the fact that the orbital speeds of the planets around the sun differ. If the Earth and Mercury are both going around the sun but at certain times Earth is moving around the sun faster than Mercury it will appear from the point of view of someone on Earth as though Mercury is actually moving backwards. (I am not a scientist. Just something I remember from Astronomy 101)
