I believe they exist exactly for what you said, to prevent crossers from stopping all lanes of traffic for an extended period of time. The ones near me are on a bypass/highway interchange, so if they had to stop all six lanes of traffic for long enough for someone to cross it, the flow rate halt could cause serious problems for the cars. With this sideways diversion, your cross time is no longer holding traffic up for as long in each stop. Plus it gives a buffer zone for human occupancy by going sideways.
