The council voted that Fringilla would thrive in Aedirn more than Yen and after Yen's entrance, she stole Frin's position and was forced to Nilfgaard. So the arugment could be made that if Yen had went to Nilfgaard, none of the horrible crap Nilfgaard caused would've happened.
