It almost looks like, as if Penny is not so angry, that Charlotte got her revenge;-) So as Penny crinkle her toes, I would say, that she in fact really very enjoy Charlotte's revenge, and Charlotte seems to be jealous, that Penny seems to have a lot of fun;-) Or is Charlotte only surprised, that she is aroused from, to see Penny in such way laying too her feet and wiggling with her tush? And Charlotte looks very aroused;-)
