New Guide: Comms and Signaling

We planned to make the new guide 15 pages long, but it actually went up to 29 pages. First and foremost, Comms and Signaling is not a "radio manual" radio communicaion is a part of the guide, but the guide generally focuses on all forms of communications and signals. From simple stuff like chalk and smoke, to encrypted radio signals.
We also added a excel file that allows you to setup your own comms and signal encryption.
