I agree that the dollar will rise. I feel that it be insanely higher at first on the next downturn. I believe that will be the last opportunity to receive high value for cash. For me, after that, I will swap my USD all out.

I was able to navigate to get some BAO. You need a Metamask wallet. I got mine on google play.. Then search coingecko in explorer on the wallet. Access and add BAO through connector to be able add it to the wallet. I then used ETH to swap. High fees but I don't know of any other method.

But if Theta dips to $10, he could buy it back then and buy something more promising in the meantime. DGB and Stellar do not appear to be moving fast while others are. Some of us need quick gains. Waiting on DGB or Stellar or Theta to pop while other coins are popping makes little sense if you need money immediately.
