Writer wanted (local government, housing, community engagement) | $300-$600+ per piece

I'm looking for a freelance writer with experience writing on local government topics, especially housing and/or 311/community engagement. Opportunity is ~1,000-word article per week. People with go-to sources in the industry preferred.
Our rates are pretty flexible depending on the experience/expertise of the writer and the quality of writing in provided samples. With that said, our target for a ~1,000 word article is $400-600. Though we can go higher if necessary and our client agrees.
Anywhere in the US is fine. Samples and a LinkedIn link would be awesome.
