Writer wanted for Hispanic Heritage Month event script | $1,000 budget, negotiable

We're a Social Media Agency based in Canada, and one of our mandates is to coordinate a virtual event for one of our American clients for Hispanic Heritage Month in October. We're looking for a script writer (preferably of Hispanic descent so that the cultural nuances are taken into account) to put together a virtual event (75 minutes). Not all of it needs to be scripted (many segments are Q&A panels, so the answers don't need to be scripted), but the key elements include introductions for each segments, panel questions and a few other small sections. Our budget is a flat rate of $1000 USD, but we're mildly flexible and happy to discuss rates further. This flat rate would work out significantly higher than the 5 cents per word minimum, as it'll be a fraction of the 20,000 words that would work out to be.
