BACKGROUND
During 2020-2021, the Department experienced a significant increase to Unemployment Insurance claims which resulted in several new strategies to increase claim processing knowledge as quickly as possible. The Disability Insurance Branch leveraged an agreement to create a knowledge base consistent with the Unemployment Insurance Branch. The original agreement was negotiated during the COVID-19 pandemic resourcing and focused on Unemployment Insurance Branch services. The Disability Insurance Branch started development of the Knowledge Management System in 2021, however the Branch needs continued support and guidance to develop and maintain the knowledge base in Salesforce. The modifications to the KM Services for the DI KM Team will start on September 15, 2023 or upon final approval and continue through September 14, 2024.
STATEMENT OF WORK

An original agreement was negotiated during COVID-19 pandemic resourcing and focused on Unemployment Insurance Branch services. The Disability Insurance Branch started development of the Knowledge Management System in 2021 and this Statement of Work includes support and guidance to develop and maintain the knowledge base in Salesforce.
WORK LOCATION. The contractor will perform the majority of the work remotely and if desired, can be on-site as necessary.
ORAL INTERVIEW:
This oral interview must include a presentation of their proposal lasting no longer than twenty minutes and will allow finalists to demonstrate their understanding of the project objectives, ability to integrate their ideas into the EDD’s overall objectives, and to articulate their capability to meet or exceed the requirements of this RFP. A question and-answer period will follow the presentation.
The term of the resulting contract is from September 15, 2023, or upon final approval, through September 14,2024. If the Contractor starts performance before final approval of the contract, it shall be considered voluntary on the part of the Contractor and non-compensable by the EDD.
CONTENT WRITERS MANDATORY & DESIRABLE QUALIFICATION:
MQ:1 A minimum of five (5) years technical writing experience and flawless attention to detail.
MQ:2 A minimum of five (5) years project team experience with aptitude for learning program needs.
MQ:3 Strong interpersonal skills with an emphasis on customer service, teamwork, and communications.
MQ:4 Demonstrated ability to set priorities, utilize resources, identify, and address problems, and meet deadlines.
DQ:1 Demonstrated ability converting manual content into articles.
DQ:2 Demonstrated experience developing content and providing creative solutions to structure complex procedures.
Content writers. The Content writers should work closely with the KMSU staff on all deliverables, including review and approval of deliverables by the EDD. A minimum of five (5) years of knowledge base content, including articles and guides, development in Salesforce. The proposed staff person must demonstrate the ability to set priorities, utilize resources, identify, and address problems, and meet deadlines. Proposed staff must be able to determine the correct content type, template, and workflow necessary for approval. Proposed staff person must be able to work with designated EDD staff and possess strong interpersonal skills with an emphasis on customer service, teamwork, and communications. The staff should be able to manage all authoring tasks within Salesforce.
KNOWLEDGE MANAGEMENT
The scope of the Knowledge Management Services is as follows:
- Knowledge Management System (KMS) development and support for the EDD’s Disability Insurance (DI) Branch.
- Resources focused on Knowledge Management System Unit (KMSU) management and program manual content conversion. These functional areas should be included in the response proposal.
- Content Writers - This includes resources to write articles or create new content types including but not limited to Resolution Path and Hub article development to support Branch knowledge management Knowledge Management & Content Development Curate existing manuals, training materials, and procedure bulletins to the extent practicable within the term of this SOW by providing:
- Creation of new articles (PFL, Support staff procedures, Workers’ Compensation Handbook and Contact Service Center materials, Non-Industrial Disability Insurance Manual).
Provide reporting and analytics, including expansion into areas such as FOBES and Compliance.
Routine maintenance of articles, including employee feedback processing updating KM program documentation (Playbook, Article Style Guide, and Authoring Manual).
