The Consortium for Execution of Rendezvous and Servicing Operations (CONFERS) is the independent, non-profit global trade association fostering the satellite servicing industry (including but not limited to maintenance, repair, assembly, manufacturing, and inspection within the space domain extending from low-Earth orbit (LEO) to cislunar orbit and beyond). CONFERS is widely respected around the world for guiding international policies and developing industry-led recommendations for standards for satellite servicing that contribute to a sustainable, safe, and diverse space economy.
CONFERS is seeking an individual with legislative and regulatory/legal writing experience, ideally in the aerospace industry, to fill a part-time, virtual contractor position (1099) supporting the output of CONFERS Policy Committee. The ideal candidate will have proven success in writing responses to proposed legislation and regulatory rulemakings at the global federal level.
OBJECTIVES OF THIS ROLE
Build an understanding of the global legislative and regulatory issues faced by the satellite servicing industry.
Monitor global legislative and regulatory initiatives that may impact the global satellite servicing industry and keep the Policy Committee informed of such activity so that they are able to determine the need for a response.
Develop and maintain a database of existing pending legislation and pending and final regulations across the globe and maintain the database as new initiatives are introduced by state-level actors.
Write responses to legislative and regulatory initiatives based on committee and Board inputs and manage the internal review process for those responses.
RESPONSIBILITIES
Research, outline, write, and edit content developed by the Policy Committee, working closely with the volunteers to understand the concerns of a piece of legislation or rulemaking that will lead to a fileable response from CONFERS on behalf of the industry.
Develop content in alternative media forms for maximum usability on the CONFERS website, in its digital newsletter, for CONFERS-hosted webinars, and the GSSF&E, with a consistent voice across all documentation and delivery platforms.
REQUIRED SKILLS AND QUALIFICATIONS
Two or more years of proven experience writing responses to newly introduced legislation and proposed rulemakings, or experience writing in a legal environment/law firm.
An ability to learn and understand aerospace subject matter
Experience reading and understanding the Federal Register and similar federal-level publications (e.g. Official Journal of the French Republic; the UK’s Statement of New Regulations; Germany’s Federal Law Gazette, etc.)
The ability to research and monitor legislative and regulatory initiatives impacting the satellite servicing industry across the globe, including, but not limited to North America, Europe and Asia.
Excellent written communication skills, with an eye for detail
PREFERRED SKILLS AND QUALIFICATIONS
Bachelor’s degree (or equivalent) in political science, journalism, communications, aerospace, or another relevant field
Previous Hill or Agency experience drafting legislation or legislative correspondence, or drafting Agency proposed rulemakings and similar, or previous experience in a law firm as a legal writer
SCHEDULE EXPECTATIONS/ESTIMATED MONTHLY TIME REQUIREMENTS:
Following is the meeting cadence of CONFERS Policy Committee, along with estimated monthly time requirements:
1. CONFERS Policy Committee agenda preparation call with the co-chairs. Second Wednesday of each month from 3:00 PM – 3:30 PM
2. CONFERS Policy Committee monthly meeting. Third Wednesday of each month from 3:00 PM – 4:00 PM
Total monthly hours dedicated to meeting attendance: 1.5
Estimated number of monthly hours dedicated to follow-up and development: 15
Hourly rate: $50.00 - $100.00 ($825 - $1,650 per month) based on experience.
