Exactly what Alexander said, flaking after giving a number just means you didn't create sufficient desire / mystery. You gave up the goods too fast or you just weren't that desirable/memorable. That's on you, so up your game and stop crying. It could also be because it was a convenient prompt to end the interaction, and she followed your lead.... which led nowhere. No date, no intrigue, no action.

I'm glad I avoided all of this (being old). Were I to be advising any guy, I'd tell him to take any phone number he may have received as nothing serious. It's like a facebook friend request, it doesn't mean anything. Finally as others have said, it may well have been an easy way to get you to go away, a result of being buzzed, or she may have been in a particular mood at the time and that may all have passed. Treat it as no big deal and move on.

Giving you her number is an easy, relatively safe, brush off for her. She gets to get rid of you and escape the presence of someone she finds unattractive without the risk of making you angry or slighting you. Years ago, women in bars would give out fake numbers because there were no cell phones. Now that smart phones have blocking technology, they can actually give out a real number, in case the guy runs an immediate check that the number is valid, and then just block him later.
