I don’t think Mayor Me meant to hurt anyone, she literally told Rigsy she was going to remove the Chronolock once the Doctor had the transport bracelet on....don’t know what she would have done if they hadn’t worked it out in time though... but by her reaction she didn’t want to hurt Clara, she was genuinely shocked and sad when she saw that Clara had the shade
