I think that was his punishment, Isayama make sure to tell us how many people had to die in order for Erwin to fufill his dream, and its point that is a very selfish one (because its not about humanity as he present it the the rest) so yeah, I think thatΒ΄s why.

People always interpret Levi's choice differently and its really interesting. For me, I think that all Erwin wanted was to prove his father correct but he had been put through so much as the commander and was forced to abandon his humanity to rise above the titans like Armin said, hence the term "devil". To me, it seemed that Erwin didn't seem to have any other dream besides that which is why when Levi asked what Erwin plans to do after retaking the basement he said he didnt know. Armin had alot more going on but this is just what I think.

As much as I love Armin, it really sucks that after all that Erwin has been through, he wasn't able to learn the truth when he was so close.

Levi told Erwin to die, to give up on his dream. Erwin was very relieved to hear that (his facial expression, and him saying "thank you"), to have someone else lift the burden of being haunted by his dream, but Levi saw that he was STILL being haunted by that dream when he raised his arm to relive that memory of asking the question to his father. So Levi decided to let him rest. (Also, he knew that Armin had a pure dream that he was passionate for.) One of the most touching moments I've witnessed on screen.

The episode that proved Isayama was a true emotional sadist πŸ’”πŸ˜­πŸ€§ Edit: I think this is the most somber and quiet I've ever seen Ash. Also if you notice when Bert first spots the old crew he smiles- obviously relieved to see them. After a moment or two it clicks like "oh wait I'm supposed to hate them," and then he starts yelling for Annie and Reiner. I don't care much for Bert's character but that scene always makes me feel the slightest amount of pity for him.
