Tbf, it’s 50/50 with peoples opinions of the 86. With the army, they fear them just coz they had the option to live a normal life after living the life they had before, but for them to come back to the battlefield…yeah. Then you’ve got others who pity them. The latter not really helping as that’s also on the 86 who hate pity so you could say they do it to themselves. And if you found Eugene’s death to be too predictable, we’re literally introduced to him in the LN with Shin shooting him before we get flashbacks of him and Shin meeting in the library, going through training, etc. The anime just put it into chronological order. So his death was very much set in stone before we even got to know him (in the LN). Not really focusing on the towers, more on the crows coz those represent death, and with how many appear in this episode, you can can tell what it’s trying to foreshadow. Also, if it helps, look at the Nouzen Clan like the Ackermans from AOT: a warrior clan to protect royalty. As for Frederica, she’s very much a 10 year old as you’ve seen her act before, and though she may not act like it half the time, that’s only because of the power she’s inherited as well as the lifestyle she had; being able to see the past and present of any person, as well as the obvious PTSD she went through with the whole rebellion, her personality is understandable. And the Federacy definitely takes this whole thing more seriously than the Republic. Case in point is their analysis and expectation of a large scale Legion offensive - independent of Shin’s warning - that alone speaks volumes. And they’re not ignorant on how the Legion operate too, such as them collecting their dead . Frederica herself has stated before of their knowledge of the Legion collecting humans for recycling, so makes sense they’d prevent it. You could argue that the Federacy’s experience is clouding their judgement, not listening to Shin’s warning, but it’s still reasonable for them to do so. Unless Shin can find some plausible way of explaining the number of Legions he claims, then it’s ultimately just that - a claim. And without some supernatural speculation on their part to explain Shin’s claim, what seems more logical? It’s the little details that really shine in this series too. For example, when we first see that board in episode 12, we can see a small amount of red surrounding the Republic. But in this, you can see the red has expanded. Also a lot of chocolate left on the table because Shin once told her to eat something sweet to calm her stress. Clearly she’s been Bella stressed because of this upcoming invasion.
