i mean, Luffy didn't know this Enel survival game was going to happen. So him getting eaten by the snake is dumb but its the only way to sideline Luffy. You have to remember unlike other shows where there is 1 main character, in One Piece the Straw Hat pirates as a whole crew is the main character not just Luffy so having him come in and handle all the big bad guys early in an arc might seem satisfying at first but what it does is robs all the other characters of having their moments and it would make the story even more stale; arguably too stale to have lasted over 1000 episodes.
