I'm pretty sure that Oda did this arc as a tribute to Akira Toriyama(Creator of Dragon Ball) because Luffy's outfit with the fake beard/mustache looks exactly like Master Roshi(old man in DB) and the setting is a tournament like setting similar to the tournament arc in Dragon Ball.
