Raga is the melodic framework for the whole piece.. Its the scale/mode + specific notes in ascending and descending (which can be different + specific ornamentation/notes which are emphasized etc. All to convey a emotion, state of mind, time of day etc. So a piece within a concert is usually an exposition of a raga using just vocalisation, the notes itself, and a composition set in the raga. Skill of the musician lies in how he/she interprets the raga and brings out the beauty and intricacy of it. So that's where the musician improvises within the framework set. (ignoring the rhythmic aspects). This would be a simplistic explanation coming from a non expert music enthusiast to other non experts.
