The song is shot with the concept of incorporating the 5 elements- Water, Air, Earth, Sky, Fire... The movie is Mudhalvan- it is one of the superhit movies in Tamil It was remade in Hindi as Nayak with Anil Kapoor. The hero in the Tamil version is Arjun Sarja. He plays a journalist. He interviews a corrupt Chief Minister and questions him pointing out how he is failing in his duties as an elected representative. The CM challenges him to become the Chief Minister for a day- citing only then he could understand how difficult his position is.. And the hero becomes the CM for a day! :)
