It is a common misunderstanding (I don't remember if the anime explained it worse than the manga or something) but, yes, there is 2 big auction. The whole thing *didn't* go to shit immediately. What got screwed was the underground auction, but there is still the above ground auction, which is separate and it is the one selling Greed Island. The whole thing is controlled by the mafia, sure, but there is still a separation between the two. I mean I know it is pointless now, it probably got clarified later, but I know it is such a common misunderstanding I felt like mentioning.
