Agreed. Generally, it's a multifaceted, confounding problem. I think one factor is ideas floating around in society that cause people to commit self-selecting disenfranchisement. Like voting is useless, "My vote doesn't count" or doesn't matter, politicians don't care (not entirely untrue). It's like in H2G2 where the lizards rule the people and the people hate the lizard, but they keep voting for them because they don't want the wrong lizard to get voted in.

I don't know what tinnitus is like for others, I've never talked to anyone else with it. My tinnitus started 3 days after my car was rear-ended. I was sitting at work when a massively loud sound pierced my brain and caused me to flinch in pain. It settled down over the next minute. A doctor confirmed that it was caused by the accident. Ten years on, it's hard to describe. It's not a ringing sound, that happens from time to time in my ear and goes away within a minute. Tinnitus, for me, is like a buzz, but that doesn't describe it properly. To locate it, from my ear it's about one inch up, one inch back and centered between my ears. It might "drift" left or right a little bit. Loud noises can aggravate it. One door at work has a loud ringing when it's opened, so I plug one ear when I enter that room. I carry ear plugs at all times after the first fire alarm hurt like hell. Background noise, like in a restaurant, can be difficult to block out. If I'm tired, it's loud. If I wake up well rested, it's nearly imperceptible. If I'm focused on something or distracted enough, I don't notice it at all. I've never gotten annoyed by it, it just is.

Low voter turnout could also mean complete distrust and confidence in the system; to argue it is a positive is extremely questionable. You would first have to examine why voting is so low, but that would likely be quite difficult. Also, extreme partisanship and substantial political differences do not necessarily go hand in hand. There can obviously be excessive partisanship even where party differences aren't actually that great and it need not arise when there is a broader political spectrum.
