Prakhuta's memory of the next few pages in history is a little fuzzy - you'll notice he's not paying any attention to the humans in that middle panel and is instead focused on his new friends. There's been a theory I've seen tossed around that Delicieu the Human's soul is inside Cutter but I think this page debunks that one. It's not a theory I liked all that much. Cutter's twisted and influenced by the pain inside him but the seed of pain is his own. Just like the Red Berry Boys' slaves in the cart. These obnoxious ghosts can't get at you if you aren't packing fodder for them to cling to.
I think Cutter is more interesting as a character - more interesting in his outsider's critique of humanity - when he wholly has a two-toe's perspective.
He made a bad choice getting involved in this though, and while Bastion is far from pure, Prakhuta fails to own that choice he made, and wants to blame humanity itself for the painful humanity inside of him. And, like a furious recluse isolated in a bubble of like-minded social media, he has the feedback loop of the equally hateful ghosts encouraging his every murderous impulse.
