I would say their reticence probably had more to do with the risks involved than any guilt towards the targets. There's a lot of bad blood between Cresce and the lizards.

I'm actually super excited to see two-toes other than Delicieu do badass shit, because Beadman's right about them having a lot more potential than most in that universe seem to give them credit. Two-toes can wreak some havoc
