Waterwomen can interpret vibrations and communicate with each other underwater via a sense organ smack between their eyes. This works fine for simple summons and threats, but if they need to have a more detailed discussion they'll have to seek the surface~

I don't think Minnow wants to talk to whomever's calling her though. In fact she kinda looks like she's hiding.
