Long story short, it lets you use a pokeball type of your choosing to rescue(kidnap) shadow(evil) pokemon from the villains of the GameCube games. You then proceed to purify the shadow pokemon by battling them (forcefully gaining the evil pokemon's trust) I mean, wikipedia probably explains it better than me but that's the gist of it :P
