They're portraying it like how the old cartoons did aka what has been dubbed Toon force. Like the crazy things you would see in Tom and Jerry or even Spongebob. There's no clear limit to what he can make a reality. If purely Toon force then he could do whatever he wants. it's basically playing God but a splash of goofy gimmicks. But it doesn't seem to be as overpowered as a compleet Toon force type of power.
