The last couple of seconds is the first time (the second time would be in FGO) that all four main heroines of TM gather together. At 16:08 you can see Aoko and Touko to the right of the board and Mikiya, Shirou and Shiki (male) to the left. A couple of seconds later you see Shiki (female) cooking at the back. And of course, we have Arcueid and Saber talking. Since it was aired around the time F/Z was also aired, you can also see people like Iskandar and Waver in the scene. Kiritsugu, Iri and Illya are sitting around the same table again. The girl with blond hair and wings you spotted is correctly pointed out by the chat as V/V from Notes, a short yet beautiful novel by Nasu like Tsuki no Sango. The whole dating sim had two choices, 1. Date everyone and 2. Date the main heroine. The choice was left for the public to vote and option 1 won. However, since anime production cannot wait for the vote results, they simply made an episode for each choice. The first one was aired in this episode, and the second one was put into the SP episode instead.

And sheโs barely visible in the entry way at the buffet *waiting for shirou to arrive* and later sheโs camped outside of the buffet in full view waiting for Shirou to get caught by Illya.
