This shot was meant to continue the story by showing that Peter had given up. That he had thrown the mask on the ground, and that he was tired of letting everyone down. It's one of those "a picture is worth a thousand words" moments where he has given up because he's incredibly frustrated with his own failures but questions what the world would be like with out him. Does the amount of good he does out weight the few times he has messed up, or would the world be a better place without him.
