It makes a little more sense why Baxter said his parents thought sending him to a beach town in California for the summer "wasn't too exciting". If we remember from Derek's DLC, getting to and from Sunset Bird without a car is a huge hassle.
It's very funny because we all know he does indeed get a car when he's there in Step 3. The wishes of his "over-protective" parents and what's "technically not entirely legal" are both things Baxter's not too fussed about.
And if you're now wondering how, it's simple; Baxter knows a lot of people and has a lot of cash. He did not rent that car from an actual company.

I was really excited with Cove and Derek and now I'm equally excited to see Baxter DLC, I kinda already had trouble chosing a specific partner with just Derek and Cove so now it's going to be even harder XD I played all the available characters with 3 different routes (indifferent, platonic and romantic) and I'm going to do the same when Derek come out to then do a full game where I chose only one of them and I'm so conflicted because I don't actually have a favorite for now (even if Cove is of course always going to have a special place in my heart because he's the cutest and sweetest angel ever), still all this guys are really troublesome for my poor heart XD
