Peeta didn't know about the plan. They kept him in the dark too. That's why he brought up the morphling lady sacrificing himself for him. This movie is so freaking good. It's the best sequel I've ever seen made. The pacing and the storyline is just perfect. I will forever be a peeta fan over gale. He has such a good soul and truly cares about others.
