I understand and respect your opinion about the arc, but I'd like to share a different perspective: the US English dubs were mainly the exception, the original series was aired before Z in most places / languages. Many of us grew up with this goofy adventure as kids (and some of us were coming from Dr. Slump, which is even goofier), and as we matured so did the show, getting more serious and epic. I get why, for an adult watching the show for the first time, or for US folks who watched Z first, a lot of it can feel a bit silly. Also yes, sometimes Toei had to drag and stretch things, often because the anime was catching up with the manga faster than expected and they had to fill episodes up: they came up with filler arcs when they knew the next arc in the manga needed some more time, but sometimes they'd catch up anyway and had to stretch things more forcibly (do the infamous 5 minutes on Namek ring any bells?) This is bound to happen with any concurrent adaptation. The only reason Kai didn't need filler is because it was made after the manga was well over.
