There are some guidebooks that say that the tribe descended from distant three-eyed alien ancestors who came to Earth long ago. Tien is obviously not enlightened since he’s corrupted by Shen’s teachings, so Toriyama stated that his eye isn’t as powerful as it could be. - 90% of moves in DB are manipulations of ki (energy). If you’re good enough at channeling energy like Tien, you can easily channel that ki into a Kamehameha, or emit its energy as light energy (solar flare).
