The plans will not be restored until September 20, because putting them at this time would not be fair to those who have already paid.

Without having the whole picture and specifics of what you鈥檙e concerned about: PayPal can鈥檛 realistically hold the individual artist accountable for transactions being made through a well-established website鈥檚 purchase platform. They鈥檇 likely go after Pixiv first and then artists will see an increase in tax from Pixiv to offset the cost IF anything happens at all.
