I mean Erwin kinda did do something worth being arrested for. All of this was an undercover plan from the survey corps, so no civilians were notified to be evacuated and no one else in the military were aware he was planning to use peoples homes as a titan playground. You gotta think of this from the point of view of the people who are taking all this information in; in the moment it's happening. Like imagine if your family lived over there and had no idea this was gonna happen. Eren literally ran through a building that, given from clues from scenes earlier in the episode; we can assume had people living in.

Maybe except for Armin... Maybe Armin could be the future commander of the survey corp? Waiting to see what's coming!
